We had 3 ursans go at him in HM, it's not impossible, just takes good planning and a lot of patience.
Best strategy is to take out the healers first by pulling them, which is easier said than done.

Generic tatics
1. your must do great damage in short time, not a must a constant long time damage, better high damage in short time. this damage is not to kill rotscale, but to kill the other foes with him...
2. ok, no trouble to come to rotscale.
3. kill one by one of monks, bowman, and horseman, the monk with rotscale easily follow you to bridge. easy kill just pull.
4. time to kill the dragons with rotscale, use Sb in yourself, flag heros (spread heros because of AoE spells of rotscale) in bridge, go to midle of stairs, this place ranger cant hit you and you can strike them, nuke the dragons with rotscale kill one by one, a interupt to troll ungument is good not a must i kill dragons without interupts.
5. kill the dragons can be boring, because they run away from AoE, and SB duration is short, return wait SB recharge and return again in new charge to kill a low life dragon...
6. ok, you kill all dragons.
* if you look in radar one dragon still alive, because i have luck and rotscale follow me alone to right spot before i kill all other dragons.
7. alternate tatic, you can kill rotscale from stairs if you have a solid damage build, remember dragons cant strike you in stairs if you stay in the right spot and must have obisidian flesh or sb on all time...
8. pull rotscale to stairs, you must be the tank. stay betwen heros and henchs and rotscale, rotscale must focus damage only in you. in this phase is a must only one hench or human get all damage, if only one get all damage no worrys about healing
9. broadarrow, and rit spirits unconditional damage will kill and interupt rotscale fast. manually use broad arrow no stop, and painfull bond to boost damage.
10. for henchs i take, the monk for sure, necro and mesmer. you can see a warrior in pictures its to hold agroo while i running to fight rotscale, you can use the other ranger hench...
11. heros, the main trick is dazed him and interupt him and let him focus dmage in only one person by time. in the pictures you can see my strategy, dazed with broadarrow and interupt + damage with machine gun spirits... i think a broad arrow ranger is a must no discuss about it... but if you dont have a rit, can use a migraine + Arcane Conundrum + Frustration + stolen energy skills mesmer dont be afraid about energy the necro hench have blood ritual, other good build is Spirit of Failure, Spirit Shackles, Ineptitude, Price of Failure (necro skill) and some other stolen energy skills this will drain rotscale energy and damage him high.
In name of god tips... rebirth is a must... only healing skill or protect spirit all time on, no enchants please...
In the pictures you can see me tanking, the heros henchs spread flag, the monks are flag away from rotscale range but in range to heal me, remember spirtis have a flatbow range can stay away from rotscale range and attack, they are the main damage source and work togheter with broadarrow to interupt rotscale. look my skill bar i dont use my AoE spells to avoid rotscale running away.
LOL i forget

true chosse the best spawn for your strategy, in some spawn stairs are a safe place in anothers no... some spawns made pull strategy easier... rezone if you think dont get a good spawn

I'd say take N/Rt Healer x2, Paragon Support x1, SV x1, SH/Ward Elem x1, BHA Ranger x1, Dev. Hammer Warrior x1 and Yourself. ^^

It's really easy. All you need is you (ursan), sabway heroes, and 4 henchies. No preparation needed (that was my standard tyrian vanq build and I completely forgot about rotscale), though a brain and playing ability is required. The dudes don't care that their names are in the screen.

Oh, like you always use your own builds that you made? Almost every good build now are pre made, maybe you change one or 2 skills to make it fit the situation but that doesn't mean it's your build. And yes it can be put in the same post, as apparently there are people that fail even with Ursan, that's why there is a guide in the Campfire. And those are weekend bonus item, they do not affect H/H.
GJ on owning that dragon Holy, you Ursan noob

wow i cleared the bone dragon area relatively easily with 8 man group - 2humans 3 heroes each. This was before consumables and ursan - so I cant imagine why u are having any difficulty with this.
If u have casters you shuold be able to kill a few dragons without taking too much damage as u can hide behind the wall that goes up to the dragons. (Im pretty sure how this is how we were successful)
And a human monk that knows how to prot in pve properly makes anything in pve a total breeze.
If ur curious at all I got r6 max by running 6 Sf heroes and 2 human monks for 95% of the pve stuff.
Ele bars were:
SF / glowing / liquid / fire attunment / glyph lesser / power drain / leech signet / res signet
xcept 2 eles - one which had ward melee and another with ward elements
(a bunch of ints on diff heroes is godly shutdown in pve as it is much easier to counter melee dmg with aegis etc and caster dmg tends to be devastating in some of the harder areas)

no complicated build needed. me and a friend vanquished it fairly easy with 6 ppl (2 real ppl, 4 heroes starting from druids overlook) only 2 things that u need, pre-prots and spinal shivers, its cake if u can do those 2 things. dont forgot an icy weapon

meh,,, Rotscale is easy. we did it with something similar to this... but can be done by anyone really. just flag heros to the right spot.
1. E/A - Bosskiller for all the rangers. Just pick them off 1 by 1. I use a DOA solo build that has Shadow of Haste, Deaths Charge and Dark Escape to jump out and Shadow Form with the rest of the boss kill build. After all the rangers are dead, the rest of the team move in against the Rotscale.
2. Earth Tank with Obsidian Flesh (E/R perma-obs)
3. the rest were 2 monks, 1 N/Rt, P/W, and R/P Pack hunter. 1 monk was WoH Patient (Mo/A) and the other was RC with Leech Signet and Power REturn i think (Mo/Me). I think the N/Rt was Preservation and Life and Destruction... but can;t be sure... might have been Wanderlust....
it took 1/2 hour to kill the scale... but perhaps just take Spoil Victor?

Done on my perma-survivor Paragon with a friend and heroes.
The armor and grail were used as a safety net - I am a survivor after all. Perfectly doable without them. He's the only boss to date I've used cons against.

I actually thought he was a pushover, went with 4 guildies, rest heroes balanced group (no ursanway, only had the sab jagged bomber). Had 2 wars, protted the wars with prot spirit and healing seed, took all the agro, kept prot spirit + healing seed on wars and the group went down fast. Don't get what the huge fuss is about him, we didn't use cons either, just a tiny bit of prot works wonders.

i finally killed rotscale too; it took a while to get it right though. here's my build:
me: w/n
[headbutt][brawling headbutt][barbarous slice][galrath slash][flail]["for great justice"][plague touch][sunspear rebirth signet]
ogden: mo/e
[healer's boon][heal party][ethereal light][dwayna's kiss][glyph of lesser energy][rebirth][extinguish][dismiss condition]
master of whispers: n/mo
[spiteful spirit][enfeeble][enfeebling blood][barbs][rip enchantment][protective spirit][signet of lost souls][rebirth]
margrid: r/rt
[broad head arrow][distracting shot][savage shot][lively was naomei][shadowsong][pain][flesh of my flesh]
then i brought the following henchmen: necro, monk, ele, and warrior. once at majesty's rest, there are certain spawns on the island where it's easier to take out rotscale's peripheral entourage (the undead rangers and the undead horseman). i had mow keep casting ss on these guys to kill them one at a time. once these guys were down, it's actually possible to lure the damned clerics to the bridge. it took me a few tries because they like to fly towards you and then fly back. eventually i was able to get them to not fly back to their starting position and killed them on the bridge. afterwards, i kept having mow cast ss on the rotting dragons. the heroes can be flagged just to the sides of the bottom of the stairs such that the dragon's shots will be blocked by the terrain. they'll just attack themselves to death. once rotscale's by himself, he's rather easy since i just kept him dazed. of course, it took me 8 tries to finally get this right.

woo hoo my first post , hey sorry to keep this thing alive but becuase of this thread I was able to do this with just H/H just wanted to try it out real quick
War(me) - grenths balance, also had plague touch for defeaning roar
N/mo - prot spirit, heal party WOH
R/me - with Broad head arrow and winter
N/me - Spoil victor, spinal shivers
claude, healer, mage and dunham
it was quite rough 4 team wipeouts, used a powerstone, just make sure to keep the party out of aggro, after taking out his fellow buddies its a while to kill him but not a problem, he kept getting interupted

OP may have found solution already but can't we all just use consumables...doesn't even have to be that Powerstone or w/e just a bunch of candycanes will do just fine...
Plague Touch is very useful to transfer the crap Rotscale gives you...
